Subject: New Promotional and Incentive structure of PLI/RPLI-reg

This is regarding the new promotional and incentive structure of PLI/RPLI, circulated vide PLI Directorate OM No. 28-03/2019-LI dated 19.06.2020 and to be implemented from 01.07.2020.

2. Vide Annexure-II of the aforementioned OM dated 19.06.2020, it has been mentioned that each postal Division will have one post of Development Officer, who will perform exclusively and only PPLI/RPLI related work. The eligibility conditions, selection process, tenure and duties & responsibilities of Development Officer have been enumerated in the Annexure-II of OM dated 19.06.2020.

3. In this connection, queries have been received from Postal Circles regarding the role and responsibility of existing Group leaders in the revised promotional structure of PLI/RPLI.

The matter has been examined in PLI Directorate and the following is clarified:

(i) The existing Group leader in a Circle will continue to work as a Development Officer under the new promotional structure w.e.f. 01.07.2020.
(ii) These Group Leaders will work as Development Officers for a period of 3 years w.e.f. 01.07.2020. After completion of 3 years, their tenure will be regulated in terms of para 8 of Annexure-II of aforementioned OM dated 19.06.2020.
(iii) These Group leaders will work as Development Officers in their parent Division/Unit from where they have joined the post of Group Leader.
(iv) To ensure continuity of PLI/RPLI business and operations, these Group Leaders will also work as Development Officers for those Postal Divisions where they have been working till now, till such time a new Development Officer is appointed in these Postal Divisions in accordance with the procedure mentioned in Annexure-II of aforementioned OM dated 19.06.2020.
(v) Since, each postal Division will have one post of Development Officer, the remaining Postal Divisions in a Circle are requested to initiate the process for creation of one post of Development Officer (in accordance with para 3 of Annexure-II of aforementioned OM dated 19.06.2020) and engagement of a new Development Officer in terms of para 6,7 and 8 of Annexure-II of aforementioned OM dated 19.06.2020.
(vi) Each postal Division in a Circle is requested to complete the process of engagement of Development Officer by 31.07.2020 and intimate the same to their respective Regional/Circle offices.

4. This issues with the approval of the competent authority.
