Sub: Eligibility for selection against 33 1/3% promotion quota of Ticket Examiner and Commercial Clerk in 6th CPC Grade Pay 2000/Level-3-reg.
Ref: (i) NFIR”s letter No. II/6/2019 dated 02/09/2019.
(ii) Railway Board’s reply vide letter No. E(NG)I-2018/CFP/5 dated 21/10/2019 addressed to GS/NFIR.
(iii) Railway Board’s proposal to GS/NFIR vide letter No. E(NG)E2018/CFP/5 dated January 13, 2020.
Federation vide its letter dated 02/09/2019 requested the Railway Board to review extant provisions in order to ensure that the staff of Commercial and Operating Departments working in Pay Level-1 and Pay Level-2 are allowed to appear for selection against 33 1/3% promotion quota vacancies. The Railway Board vide letter dated 21/10/2019 replied to NFIR that Federation’s demand was under examination.
I. The Railway Board has since sent proposal to the subject matter. The views of NFIR on Board’s proposal are placed below:-
(a) NFIR vide its letter dated 02/09/2019 (copy enclosed) had already urged to allow Commercial and Operating Staff in Pay Level-2 also to appear for selection to the post of Ticket Collector-cum- Commercial Clerk against 33 1/3% quota along with those in Pay Level-1.
(b) NFIR vide letter dated 04/12/2019 (Item No. 1) addressed to Railway Board (ME & MS) has also requested as follows:-
LDCE opportunity to the Track Maintainers and other erstwhile Group ‘D’ Staff against LDCE Quota for promotion to the posts of Commercial Clerk and Ticket Examiner – NFIR’s PNM Item No. 32/2012:
Pursuant to the discussion on PNM Agenda Item No. 32/2012, the Railway Board, having agreed to NFIR’s request had sent proposal on 15th July, 2015 to make the following provisions in the IREM Vol. I:
“16 2/3% by promotion entirely on merit of regular employees with 10+2 qualification of all Departments in GP 1800 and GP 1900 with minimum of three years aggregate regular service on the basis of competitive examination consisting of written test and record of service of 85 & 15 marks respectively. Those with matriculate qualification of the date of the issue of these orders will also be eligible.”
While NFIR had agreed to the above proposal and accordingly conveyed to the Board long back, the Railway Board has not issued instructions till date. The delay in finalizing the subject matter has been depriving LDCE opportunity to the Track Maintainers and also other staff of erstwhile Group ‘D’ categories. Railway Board may connect NFIR’s letters No. II/1 /Part II dated 20/02/2017, 01/06/2017, 31/08/2017 and letter No. II/1/2018 dated 09/06/2018 and Board’s proposal vide No. E(NG)I/2012/PM/l/22 dated 15/07/2015 in this connection.
II. With reference to the opinion of Commercial Directorate as mentioned in Railway Board’s proposal dated January 13 2020, NFIR desires to clarify as under:-
- As on date almost on all Zonal Railways, there are no posts of Commercial Staff in Level-2 (GP 1900) as all these posts of GP 1900/Level-2 were upgraded to GP 2000/Level-3 with effect from January 1, 2016.
- Even in Level-1 (GP 1800), almost on all Zonal Railways, the Commercial posts were surrendered, while on a few Zonal Railways the number in Level-1 is very small.
- It is also observed that the 33%% quota and as well 162/s% quota (promotion through LDCE) could not be filled on some Zonal Railways due to non-availability of Commercial Staff in Pay Level-1 and 2. However, on a few Zonal Railways, the selections are held duly providing opportunity to Commercial and Operating Departments staff and in those Railways, panels of qualified staff could be formed for filling the promotional quota and LDCE quota.
- As already agreed in principle (vide Railway Board’s proposal dated 15th July, 2015 to the Federation) it is reiterated that 16%% quota vacancies may be thrown open to all erstwhile Group ‘D’ staff of all Departments including Track Maintainers.
From the points mentioned above, it could be seen that the opinion of Commercial Directorate is erroneous and therefore not acceptable. It is further requested to expedite action for filling the promotion and LDCE quota vacancies in Level-3, Commercial as suggested in Federation’s communications.

Sub: Eligibility for selection against 33 1/3% promotion quota of Ticket Examiner/Commercial Clerk in 6th CPC Grade Pay 2000/ Level 3 -reg.
Pursuant to the acceptance of 7th CPC recommendation, the Railway Board had issued orders, upgrading the entry Grade Pay of Ticket Examiner to GP 2000/ 7th CPC Pay Level-3 with effect from January, 2016. The replacement Pay Level of Commercial Clerk at entry level is also “3” with effect from January 1, 2016.
In terms of extant instructions, those Commercial Staff who are in GP 1800/Pay Level-1 are entitled to appear for selection against 33% promotion quota of Ticket Examiner GP 1900 (6th CPC). With the upgradation of Ticket Examiner entry Grade Pay to Level-3, the Commercial and Operating Staff in Level-2 (6th CPC GP 1900) have been demanding that they should be made eligible to appear for selection to the posts of Ticket Examiner/ Commercial Clerk in GP 2000/Level-3 against promotion quota of 33 1/2%.
NFIR is of the view that the demand of staff (Operating & Commercial) in Pay Level-2 seeking opportunity for promotion against 33 1/3%quota vacancies of Ticket Examiners/Commercial Clerks, Level – 3 (6th CPC GP 2000) is valid, therefore, the extant provision needs to be amended for providing level playing field. It is reported that on some Zonal Railways, those in Level-2 and 1 (Commercial & Operating) are allowed for selection against promotion quota of TE/Commercial Clerk, Level-3.
NFIR therefore urges upon the Railway Board to kindly review the extant provision so as to ensure that those Commercial and Operating Staff in Pay Level-2 are made eligible to appear for selection along with those in Pay Level-l against 33 1/3% promotion quota of Ticket Collector/Commercial Clerk, Pay Level-3 Amended instructions may be issued early and copy endorsed to the Federation.
