Sub: Admissibility of two additional increments (Non-absorbable) in 5th CPC Scales w.e.f. 01.01.96 to the Nursing Staff Possessing B.Sc.Nursing-reg.

vide para 2 of Board’s reply received under letter dated 08-01-2016, it has been stated that by reading Board’s letter dated 14.03.2012 in continuation to the instructions issued vide Board’s letter dated 23rd November 2015, the contention/doubt of the Federation stands clarified.
In this connection, NFIR conveys that the Railway Board vide its letter dated 23rd November 2015 (Para 2) stated that the Ministry of Health & Family Welfare is supersession of Ministry of Finance’s OM dated 08-05-1975 had issued OM dated 23-03-1988 regarding grant of additional increments to the Nursing staff. Unless the contents of OM dated 23-03-1998 and 08-05-1975 are perused, it cannot be concluded that the contention/doubt of the Federation Stands Clarified.
Federation further points out that the Railway Board through its instructions vide letter dated 23.11.2015 have deliberately included the qualification “Post Graduate Degree”in Nursing in Para 2 (a) to 2 (c) although, the same has not been mentioned in Para 160 (2) (i) of IREM Volume-I and also in Board’s letter dated 14.03.2012. This needs to be rectified.
NFIR, therefore, requests the Railway Board to make available copies of OM dated 08.05.1975 and 23.03.1988 issued by the Ministry of Finance and Ministry of Health & Family Welfare respectively for appreciation and also take necessary action to correct relevant para of Board’s letter dated 23.11.2015
